This is a reminder about the WebEx webinar on the request for proposals (RFP) for the 2019 NFWF Five Star and Urban Waters Restoration Grants on December 10, 2 pm ET. We will answer questions about the FWS requirements of the grant process in this webinar. Please see the information below to find out how to join the WebEx conference.

We would like to get as many applications as possible to fund the best projects that meet the Urban Wildlife Conservation Program Standards of Excellence. Please share this information far and wide to any Service employee or partner that is working on engaging in new and underrepresented communities!

Funding is available through a partnership of the U.S. Endowment for Forestry & Communities, the Environmental Protection Agency, and the USDA Natural Resources Conservation Service to accelerate strategic protection of healthy, freshwater ecosystems and their watersheds. Up to $1.2 million is available. Proposals are due February 1, 2019

MISSION:

To examine and clarify the relevant law and policy underpinning the state’s management of water supply; and to examine the role of the public trust doctrine and statute in relation to water-supply law.

To focus on the water issues presently being debated in Connecticut, including:

  • guiding principles of water allocation;
  • role of the public trust in water;
  • water company mergers and takeovers;
  • exclusive service areas, rights and privileges;
  • prudent, fair water pricing for all, including large-volume users, such as bottling companies, and poverty-level customers;
  • water supply in water-stressed watersheds;
  • grandfathered rights to take water.

The Connecticut Department of Energy and Environmental Protection (Department) is initiating a review of Connecticut Water Quality Standards (“WQS”). This review is being conducted to evaluate the need to update or revise the WQS in order to remain consistent with state and federal law and to ensure that Connecticut’s WQS continue to reflect the best available science and support sound water quality management policies to improve and protect the water resources of the state.

Your Input is Requested!
The Department is requesting input from all interested parties on any aspect of the WQS that the public believes the Department should consider for potential revision. The comment should include the topic of concern, whether it is currently covered by the WQS, and if so where, any suggested revision and the basis for the suggested revision. Any technical information or reports supporting the comment should be included.

The Department is particularly interested in comments on the portions of the WQS which the Department is evaluating for revision. These topics include:

• Updates to Numeric Water Quality Criteria:
• Revision to the Low Flow Statistic Applicable to Fresh Waters
• Extended Disinfection Periods for Sanitary Discharges
• Definition Highest Attainable Use in Surface Waters
• Protection of Downstream Waters
• Water Quality Classification Map Changes
